A hurricane tie is the strap or connector that is used to keep deck frame members from lifting up in the event of a storm, strong wind, tornado, hurricane, etc.
Since posts should be secured to the footings, the beams and joists (per code) generally need to be connected to the post to keep them held down with something other than gravity, hence, the hurricane tie.
