Cortex® fasteners use a specific (included) bit to drive the Cortex screw down past the surface of the deck board.
This bores a hole in the deck board surface that will fit the Cortex® plugs in, which are usually tapped in lightly with a hammer.
Cortex® plugs are also manufactured for some PVC trim brands.
